With continued cases of exploitation and human rights violations for foreign workers occurring in foreign manpower systems in November 1991 in the training system for overseas investment companies and November 1993 foreign worker industrial training system, the government introduced the employment permit system (EPS) in 2003. However, even with EPS, human rights violations continued to take place such as the death of migrant workers in dormitory industrial accident and delay in the payment of wages, and the UN Commission on Human Rights and the National Human Rights Commission of Korea continue to give advice to revise the institution. Next year, as 120 thousand new migrant workers will be entering Korea to fill up empty jobs, it is necessary at this point to check the current state of migrant workers’ human rights violations to actively seek institutional measures of enhancement.
