니켈 방패: 이원화된 그린 모빌리티 GVC에서 인도네시아의 전략적 현실주의

본 프로그램은 2026년도 아시아연구소 주제 연구 프로그램인 ‘아시아 산업-노동 전환의 공진화: 미래 모빌리티를 중심으로’ 연구과제(이하 ‘아시아 산업-노동 전환 프로그램’)의 지역 연구 허브 구축을 목표로 기획되었다. 아시아 산업-노동 전환 프로그램은 글로벌 생산네트워크를 중심으로 한 산업의 전환과 노동이라는 렌즈로 본 사회적 전환을 연계하는 지역 연구의 활성화를 목표로 한다. ‘아시아 산업-노동 전환 프로그램’은 초기 3년간 자동차 산업을 중심으로 연구사업을 수행할 예정이다. 앞서 언급한 바와 같이, 공동 연구진이 아시아 연구소 기획과제를 근간으로 지원해 수행하게 된 두 다년간 연구 프로젝트—한국연구재단의 3년간 공동연구지원사업으로 채택된 「산업 전환-노동-지역 연계 중장기 연구」(2025.6~ 2028.5)와 서울대학교 연구처의 3년간 지원사업으로 채택된 「전략적 국제 연구·교류 허브 구축」(2026.1~2028.12)—은 전기차(EV)전환을 맥락으로 하는 산업-노동전환 넥서스의 국내(연구재단)와 아시아 지역(서울대학교 연구처) 연구를 연결하는 구조로 수행되고 있다. ‘아시아 산업-노동 전환 프로그램’은 1차년도에 공동 및 핵심 참여 연구자들을 중심으로 연구 프레임워크를 체계화할 것을 계획하였다. Padang 박사의 발표로 구성된 이번 콜로키움은 이와 같은 지역 연구 허브 구축 및 연구 프레임워크 체계화를 진전시킬 것이다.

Amidst the “Great Bifurcation” of the global trade order, Indonesia has moved beyond being a passive supplier of raw materials. This lecture examines Indonesia’s Electric Vehicle (EV) transition through the lens of Strategic Realism. As the world’s largest nickel producer, Indonesia is leveraging its “Nickel Shield” to navigate the transactional trade paradigms of the “Trump 2.0” era and the intensifying US-China decoupling. The presentation will dissect Indonesia’s “Dual-Track” GVC strategy: constructing Western-compliant supply chains to meet FEOC standards while maintaining scale through Global South integration. Special emphasis will be placed on the Indonesia-Korea synergy as a vital “Third Way” for regional supply chain resilience. By analyzing the labor-sustainability nexus and the challenge of transshipment audits, this session provides a comprehensive overview of how Indonesia aims to become a non-aligned, high-value anchor in the Trans-Pacific green mobility corridor.
