서울대 아시아연구소 HK+메가아시아연구사업단과 워싱턴 대학교 한국학 연구소는 5월 29일 공동으로 “South Korea’s Modernization in Comparative Perspective”라는 주제로 국제 학술대회를 개최했다. 이번 학술대회는 워싱턴 대학교의 하용출 교수 외에 한국학 연구소 구성원 대다수가 참여하여 비교정치적 관점에서 근대화를 논하는 시간을 가졌다.

1세션에서는“Leadership and International Environment in Late Industrialization”이라는 주제로 신범식 교수(서울대학교)의 “Stalin and Park, Chung Hee as Leaders for Late Industrialization: Focusing on their Perception of Backwardness.” 라는 주제로, 스탈린과 박정희의 근대화를 비교분석하며 시작하였다. 스탈린과 박정희 모두 늦은 산업화 과정에서 일종의 시급함을 느꼈으며, 따라서 경제적으로 대한민국과 소련은 많은 유사성을 보였다. 뒤이어 David Bachman(워싱턴대학교)의 “International Environment and Impact on International Perspectives in Korea and China.”에서는 늦은 개발도상국으로서 한국과 중국을 비교하였으며, 늦은 근대화로 인해 현재 두 나라 모두 사회적 문제를 겪고 있다고 하였다.

2세션에서는 “Institutional Dynamics and Tradition in Late Industrialization”이라는 주제로 이왕휘 교수(아주대학교)와 이승주 교수(중앙대학교)가 “Institutional Congruence vs. Lack of Institutional Consistency: Japan and Korea.”라는 주제로 한국과 일본을 비교하였다. 전통에 집중하여, 일본은 전통에 대한 인지와 유지를, 한국, 특히 박정희는 전통에 대한 단절로 인해 양국의 차이가 드러났다고 주장하였다. 뒤이어 하용출 교수(워싱턴대학교)와 강동국 교수(나고야대학교)의 “A Comparative Study of Approaches to Tradition between Park Chung Hee and Meiji Leaders.”에서는 한국과 일본에 대해 늦은 산업화는 산업화를 촉진시키는 방법 중 하나로 전통적 제도와 가치를 해체한다고 하였다.

3세션에서는 “Late Industrialization and Politico-Social Consequences”이라는 주제로 권형기 교수(서울대학교)가 “Late Industrialization and Troubled Democratization: The Cases of Germany and Korea.”라는 제목 하 한국과 독일을 비교하였다. 독일과 한국은 둘 다 자유로운 선거를 통해 공식적 민주화를 이뤘지만, 민주주의 개념에 대해서는 차이를 보인다. 독일은 사람들의 의지를 분석하기 위해 시민 사회와 의회 내 전달로 특징되는 반면, 한국은 시민 사회와 정당 간 갈등과는 달리 정부가 국가적 통일성을 유지한다. Steven Pfaff(워싱턴대학교)는 “Late Industrialization and Family Dynamics: A Comparative Study of Italy and Korea.”라는 주제로 이탈리아와 한국을 비교하였다. ‘가족’이라는 가치에 집중하여 이탈리아는 Neo-familism적으로 활발한 논의가 이뤄지고 있으며 이는 사회적 동학을 잘 설명해 준다고 하였다.

본 행사는 코로나19 사태 이후 재개된 국제적 교류의 장으로써 단순한 학술교류 이외에도 커피 브레이크나 중간 쉬는 시간 등을 통해 양국 학자들의 가감없는 대화를 통해 서로의 시각을 확인할 수 있도록 하였다. 참석자들은 양국의 시각으로 근대화에 대해 의견을 교환하며 식견을 넓힐 수 있는 기회를 가졌으며 추후 이러한 행사를 확장해 볼 필요성을 느끼며 행사를 마무리하였다.
