Disaster Justice and Memory

Disasters are not just material events. They are intertwined with issues of justice and memory. Disasters are the material exposure of the naked truth of injustices that have been hidden from society. Moreover, once a disaster has occurred, the community is faced with the problem of remembering as it reconstructs its society and rewrites disaster narratives. The issues of justice and memory that arise in disaster situations are multifaceted. They can include who is responsible for disaster prevention, how the recovery and rehabilitation process is conducted, how the collective memory and narratives of the disaster are composed, and what science contributes to the disaster process. They can range from the legal and judicial to the more fundamental values of a society. In addition, every disaster has a long and slow aftermath in which the construction and reconstruction of disaster memories, victimization, accountability, recovery, community, and the material reconstruction of society continue. In this workshop, we will examine the emergent processes of disaster justice and memory in the context of transitional justice and the coronavirus pandemic, in order to build a new understanding of disaster justice and memory using interdisciplinary methods from sociology, history, communication, art, and film.

재난이 단순히 자연현상에 의해서 일어나지 않는다는 것은 잘 알려져 있다. 그리고 이는 정의와 기억의 문제와 긴밀하게 결부되어 있다. 왜냐하면 재난은 사회의 수면 아래에 존재했던 각종 불평등이나 갈등, 시스템의 분재와 기능 부전 등이 드러나는 계기이기 때문이다. 또한, 일단 재난이 발생하면 공동체는 이를 기억하고 재난의 서사를 만들어 내며, 이를 바탕으로 사회를 재구성할 과제에 직면한다.
재난 상황에서 발생하는 정의와 기억의 문제는 다면적이다. 누가 재난을 예방해야 할 책임을 지니고 있는가, 구조의 과정은 어떻게 진행되었는가, 복구와 보상의 과정은 또 어떻게 진행되었는가, 재난을 어떻게 기억할 것인가, 재난의 서사를 어떻게 구성할 것인가 등 다양한 질문과 마주하기 때문이다. 또한 이는 사법에서 출발하여 과학에 이르기까지 매우 광범위한 분야에 걸쳐 있는 것이기도 하다. 따라서, 모든 재난은 재난 기억의 구축과 재구성, 피해, 책임, 복구, 공동체의 재구성, 물리적 인프라스트럭쳐의 재구성 등 길고 느리고 지속성을 지닌 일련의 과정을 가지고 있다.
이 워크샵은 사회학, 역사, 커뮤니케이션, 예술, 영화 등 학제적 방법을 사용하여 재난 정의와 기억에 대한 새로운 이해를 창출하고자 한 자리였다. 이행기 정의라는, 과거사 문제에 적용되어 왔던 연구의 시점을 세월호, 가습기 살균제 등의 재난만 아니라 코로나 바이러스 팬데믹 등 다양한 상황에 적용하여 봄으로써 재난 정의와 기억의 새로운 지평을 열고자 하였다.
