This talk introduces the case of South Korea-Vietnam sister cities into the debate on North-South urban hierarchies in transnational city networks. Drawing on the two sister city pairs between South Korea and Vietnam—Yongsan District and Quy Nhơn City, and Namyangju City and Vinh City—the research results argue for recognising the role of Vietnamese cities in transnational partnership and placemaking with their Korean counterparts. This study sheds light on the quiet participation of Vietnamese cities in transnational sister city placemaking, despite their significant financial contributions to joint initiatives. The discussion further highlights the unorthodox negotiations undertaken by Vietnamese cities as they carefully weigh decisions regarding partnership matching, taking into account the geographical and economic compatibility of Korean candidates. Interactions within these partnerships are further meticulously calculated by the Vietnamese side to minimise the circulation of inevitable capital incompatibilities. This study emphasises the importance of integrating localised knowledge into discussions on the wording politics of Southern cities and juxtaposing Southern urban experiences alongside the conventional discourse on Northern leadership in transnational city networks. Doing so advocates for understanding the worlding of small Asian cities and their role in transnational space production within the ‘new geographies of urban theory’.

2024년 1학기 동남아 신진박사 초청강연으로 올해 상반기 서울대학교 지리학과에서 학위를 취득한 뷔티 미항 박사를 초청하였다. 이번 강연은 미항 박사의 학위 논문 주제인 한-베트남 자매 도시의 네트워크 연구를 기반으로 진행되었다. 자매도시 중 용산-퀴논, 남양주-빈 결연 사례를 중심으로 다뤄진 강연에서 미항 박사는 초국적 자매 도시에서 조용히 참여하고 있는 베트남 도시의 역할과 베트남 도시의 비정통적인 협상을 강조했다. 이 연구는 초국적 도시 네트워크에서 남부 도시의 정치를 정교화 하는데 지역화된 지식을 통합하는 것이 중요함을 강조하며, 궁극적으로 초국가적 도시 네트워크에서 북부 리더십에 대한 전통적인 초점과 남부 도시의 경험을 병치함으로써 ‘도시 이론의 새로운 지리’ 내에서 아시아 소도시의 세계화와 초국가적 공간 생산에 대한 이해해 기여하고자 했다. 강연 이후 토론에서는 구체적으로 연구에서 한국의 정치 경제적 위치를 어떻게 상정하고 있으며, 한국의 베트남전 참전과 같은 한-베의 역사적 관계가 자매도시 내에서는 어떻게 인식되고 영향을 주고 있는지 등에 대한 질문이 다뤄지면서, 현실적인 측면에서 자매도시가 가진 허와 실에 대해 함께 논의하는 시간을 가졌다.
