This study discusses various strategies of social control pursued by modern authoritarian states and their limitations. Focusing on the case of Russia, a representative modern authoritarian regime, it analyzes the process by which the Russian government, following the large-scale anti-government Bolotnaya protests, sought to control civil society while simultaneously working to secure procedural legitimacy to minimize the negative fallout of repression and control.
