In the 1990s, Globalizing Taipei was a new urban development strategy for the city that was undergoing economic restructuring and new democratic governance. The new goal transformed the logic of urban planning towards neoliberal urbanism. Housing speculation was\u00a0intensified by pro-developer urban policies. In 2010, serious problems of housing affordability mobilized the social housing movement, inspired by Amsterdam, where 40% of the total housing stock is social housing. This paper argues that the geopolitical situation of Taiwan is a crucial factor in policy mobility in addition to the economic crisis. The desire to be global is always the underlying force for choosing a new learning model. This case study of Taiwan\u2019s urban development after democratization contributes to the literature on urban developmentalism. Finally, the paper concludes that the mobility process is selective, so Amsterdam serves as a mere inspiration. Neoliberalism hinders both Dutch and Taiwanese social housing policies to achieve housing justice.<\/p>\n<p>\uac15\uc5f0\uc790\uc758 \uac04\ub2e8\ud55c bio\ub294 \uc544\ub798\uc640 \uac19\uc2b5\ub2c8\ub2e4.<\/p>\n<p>Yi-Ling Chen is an Associate Professor in the School of Politics, Public Affairs, and International Studies at the University of Wyoming, USA. She has participated in the housing movement in Taiwan since the Snail without Shell movement in 1989.\u00a0Her research is on neoliberalism, urban social movement, gender, housing, and urban development in Taiwan.\u00a0 Her publications are mostly about housing and urban development in Taiwan from political-economic and feminist perspectives. She edited a book in 2019, Neoliberal Urbanism, Contested Cities and Housing in Asia (The Contemporary City) by Palgrave Macmillan. Her recent research compares housing policies, policy mobility, and financialization in East Asia, the USA, and the Netherlands.
