Abstract
„Remembering a Forgotten War and Preparing for a New Conflict? – The Third Indochina War (1979-1989) and the South China Sea Conflict“
In 2019, Vietnam commemorated the 40th anniversary of the Sino-Vietnamese War (1979-1989). After the Chinese invasion of the provinces at Vietnam’s northern border, relations between Hanoi and Beijing were at a low ebb and China was presented as an “expansionist power” by the Vietnamese propaganda apparatus.
Since the normalization of relations in 1991, however, the Vietnamese state has refrained from using these derogatory terms and played down the commemoration of past military clashes with the Northern neighbor.
This presentation shows that since China has shown an increasingly aggressive and assertive behavior in the South China Sea in the last few years, the commemoration of the Sino-Vietnamese War has been stepped – especially by non-state agents of memory such as veterans and more modestly by the Vietnamese state.
Thus, I argue that the commemoration of the Sino-Vietnamese past is shaped by the dynamics of the South China Sea conflict and that at the same time the perception of the South China Sea conflict in Vietnam is partly influenced by the memory of past military skirmishes with China.

아시아의 변동과 미래의 문제는 연구자뿐만 아니라 국민 모두의 관심사이다. 전세계적으로 아시아 연구가 전성시대를 이루고 있는 가운데, 서울대 아시아연구소는 국내외 아시아 연구자 네트워크의 구축 및 다양한 지역과 주제를 결합한 융복합 연구를 통해 새로운 아시아 연구의 상을 모색하고 있다.
아시아연구소는 이러한 모색의 일환으로 2020년 가을부터 총 8회(가을/봄 각 4회)에 걸쳐 서울대의 아시아 관련 우수한 외국인 교수의 연구를 소개하여 국내외 연구협력을 도모하기 위한 학술의 장을 기획했다. 이번 기획 시리즈를 통해 아시아와 관련된 다양한 이슈 및 서구인이 바라본 아시아의 부상과 역할 등 아시아 연구와 관련한 다양한 시각과 과제가 논의될 뿐 아니라, 다양한 전공의 교수들의 흥미롭고 유의미한 주제의 발표와 토론이 이어질 것으로 기대하고 있다.
지난 10월 16일에 개최한 첫 번째 특강에는 동양사학과 교수 마틴 그로스하임(Martin Grossheim) 교수가 “잊혀진 전쟁에 대한 기억과 새로운 갈등에 대한 대비? 3차 인도차이나 전쟁과 남중국해 분쟁을 중심으로(Remembering a Forgotten War and Preparing for a New Conflict? – The Third Indochina War (1979-1989) and the South China Sea Conflict)”를 주제로 발표했다. 비대면 특강 형식임에도 불구하고 15명의 전문가와 학생들이 참여하여 활발한 토론이 진행되었다. 마틴 교수는 발표를 통해 10년 넘게 지속된 베트남-중국 전쟁이 중국의 일방적 철수로 제3차 인도차이나 전쟁은 종료되었다고 하지만, 21세기 들어 남중국해 긴장이 다시 시작되고, 중국은 이곳에서 자신의 영향력을 행사하면서 잠재적 분쟁의 우려는 더욱 커지고 있음을 강조하였다. 다음 특강은 11월 6일 오후 2시로 예정되어 있다. 아시아언어문명학부의 시아바쉬 사파리(Siavash Saffari) 교수가 “아시아, ‘서구’ 그리고 미래에 대한 탈식민지적 비전(Asia, ‘the West,’ and Postcolonial Visions of the Future Asia)”이라는 주제로 발표할 예정이다. 이 회의 역시 비대면 형식으로 진행되며 아래 줌 링크를 통해 접속하면 누구나 참여할 수 있다.
